spawn opens a new tab rather than splitting the focused pane #100

The header Spawn button calls openDraft, which splits a fresh draft beside the focused pane when that pane holds a session (web/src/multiview.ts). Pressing Spawn while working therefore halves the session you were reading.

Spawn should open the draft in a NEW TAB instead, leaving the current tab untouched. addTab in web/src/layout.ts already does the tab part.

Scope: the explicit Spawn affordances — the header button and the sidebar empty state, both of which arrive via OPEN_SPAWN_EVENT. Leave the reuse-an-empty-pane behaviour (#72) alone: an empty pane is still the right home for a draft when the focused pane has no session, and that path does not split anything.

State explicitly in the commit whether "Spawn similar" and the fast-forward key follow the same rule, so the next reader does not have to diff the call sites to find out.
