docs/SIDEBAR.md makes line 2 conditional: it renders only once the session has held its activity state for 30 seconds, or has blocked work, or has exited, or is in a reported Error. Cards therefore change height as sessions age, and a freshly spawned session shows a bare name with its command hidden. Both work against the scan the sidebar exists to serve.

Amend the contract so line 2 is unconditional. The two client implementations follow in separate issues and must not land before this one.

Changes to make in docs/SIDEBAR.md:

  • The opening rule — "A card has line 1 always and line 2 only when line 2 has something to say" — becomes: a card is always two lines.
  • "Line 2 — meta line (adaptive)" loses its list of triggers and its "Otherwise line 2 is absent — never an empty placeholder row" ruling. Line 2's fragments stay adaptive; the line itself does not.
  • <command> stops being conditional. Today it renders "only when the rendered name came from metadata.name and differs from the command", and the TUI is permitted to omit it. Both caveats go: every card shows its command line on line 2, in both clients. A session named by its command line will then show the same string on both lines. That is accepted, and is the price of a row that never changes height.
  • The 30-second hold rule survives, demoted: under 30 seconds in the current state the duration is not rendered, but the dot still is. It no longer governs whether line 2 exists.
  • Line 2's minimum content is therefore the dot and the command.

Non-goals: the colour table, the duration format, and the precedence rules are untouched here. Moving the colour table to palette roles is a separate issue in this milestone — do not pre-empt it.
