The web structured transcript never auto-scrolls, so opening history or receiving appended live rows can leave new content below the fold. Implement chat-style follow behavior: initially show the latest content, stay pinned while the user is near the bottom, and preserve manual scroll position when they scroll away. Add DOM tests for append/patch/snapshot behavior.

Implement a transcript scroll controller with a documented near-bottom threshold, RAF-delayed layout updates, and lifecycle cleanup. Cover initial snapshots, pinned mutations, manual-position preservation, resumed following, reconnect snapshots, and disposal with deterministic happy-dom tests; then run the full web verification commands.
