Part of the multi-view web epic #37. Parallelisable with splits (#2) and highlights (#5).

Description

Multiple tabs, each holding its own layout tree, with a tab bar (add / switch / close).

Acceptance criteria

• Tab bar renders all tabs; clicking switches the active tree.
• Add creates an empty tab; close removes one (and re-targets active).
• Each tab's panes stay live when off-screen (parked), within the parked LRU cap.

Technical notes

• Layout.tabs[] + activeTabId. Tab-switch parks the outgoing tab's panes, mounts the incoming via the pool.
• Tab bar markup/behaviour: prototype/variant-tree.ts renderTabs().
