The top rail carries three text controls, a wordmark and a version readout, and
the search box sits wherever what is left of the row allows. Cut it down to the
four things that earn their place.

Library control goes. The wordmark is already a link home (§9.7), so the
control is a second copy of the same destination.

Queues becomes a warning. Icon-only, no label, rendered only when the count
is non-zero, keeping the amber count it carries today. At zero there is no
control at all. Accepted consequence: an empty queue view has no discoverable
path, only the /queues URL. That is the intent — the rail should say
something needs attention, not offer a place to go and find nothing.

Settings becomes a cog, moved out of .rail-nav into .rail-meta, to the
right of the version readout.

The search box then centres for real. With .rail-nav gone, check that the
flex layout actually centres .rail-search in the rail rather than leaving it
approximately centred by accident of the remaining widths.

Two new glyphs go in web/src/icons.ts — a cog and a warning mark — drawn on
the same 16-grid stroke set as the existing four. The icon-only control block
already documents the idiom: the glyph carries the action, the aria-label
carries the meaning.

DESIGN.md §9.7 is amended in this issue. It currently names only the master
lamp and the wordmark as rail contents. Record the composition this issue
settles on: master lamp, wordmark, warning (conditional), search, version, cog.

Where the code is:

  • web/index.html:73-105 — the rail markup.
  • web/src/main.ts:328-424 — #nav-library handlers and the wordmark
interception; web/src/main.ts:4130 — the queues nav control.
  • web/src/settings.ts:208 — #nav-settings.
  • web/src/style.css — the .rail-* block.

Non-goals: the queues view itself is untouched. Both its sections still render
when empty, for the operator who arrives there deliberately.
