Blocks #143. Submission is gated only by asynchronously projected turn state, so a second prompt can dispatch before the begin-turn update. A late failed request also unconditionally restores its text and can overwrite a newer operator draft. Track a local submission generation, disable immediately, and restore only the matching still-empty draft. Add regression coverage.

Implement local per-session submission generations in the structured web controller, guard draft restoration by request identity and current draft state, then add focused double-submit and late-failure regressions. Verify the web test suite, typecheck, and production build before committing and pushing this branch.
