Depends on: #239

Map existing CSS custom property design tokens (spacing scale, OKLCH colour palettes, z-index, radii) into tailwind.config.ts. Port theme.ts (light/dark + 6 palettes) to a React context + localStorage hook. The token layer is the bridge — Tailwind classes reference the same custom properties.

Non-goals: no component porting, no deletion of styles.css yet.
