One command input on the rail (DESIGN.md §9.2): results grouped
in-library first then TMDB, inline add flow with root and policy
pre-filled, magnet/.torrent routed to a manual-intake panel. Debounced
250ms with in-flight aborts. No separate add page exists.

The §9.2 add flow pre-fills root and policy; without this endpoint the
SPA has no way to know either. No issue covers it separately.
