crates/arr-daemon/src/attention.rs and GET /api/queues/attention know only
about movies. DESIGN.md §9.5 sends "needs a decision" to the operator when a
title enters the no-PT-source queue or hard-fails twice, and neither ever fires
for TV. On the kids root that is the case that matters most: §5.2 expects
European Portuguese titles to sit visibly in a queue for months, and a series
sitting there is currently silent.

Three entry conditions:

  • A wanted episode where every candidate was rejected for language — the §5.2
    no-PT-source queue, TV side.
  • An episode two different releases hard-failed on post-ffprobe.
  • A season pack that hard-failed, which sends its season back to per-episode
    grabbing.

Notifications roll up to one per series, not one per episode. A broken
twenty-episode season must not send twenty messages — that is exactly the
failure §9.5 exists to avoid. The queue endpoint returns the series with which
episodes and seasons put it there, so the detail view can show the reasons.

Keep the movie lane's edge-triggered behaviour: notify once on entry, re-arm
when the series leaves the queue.
