Fold Bazarr in: fetch, sync and where needed translate subtitles for the media arr already manages, as sidecars Jellyfin reads, driven by the existing reconcile loop and adding no resident memory — HTTP calls and spawn-and-die subprocesses only.

DESIGN.md §13 lists subtitles as phase 9 and declares them out of scope for the document. The first issue in this milestone amends the document with a §15 that every other issue then cites; nothing here invents semantics that the design document does not carry.

Non-goals for this milestone: OCR of image-based subtitle streams, transcribing audio, adopting subtitle files already on disk, and any background loop that replaces a subtitle already in place.
